Kathleen Marshall, Commissioner for Children and Young People in Scotland
I am truly shocked and saddened at Peter's death. As the first Children's Commissioner in the UK, he was a role
model and an inspiration for the rest of us. He was always happy to share, not just his successes, but some
of the difficult challenges he had had to meet in his pioneering role. His sense of humour brought both him
and the rest of us through. Peter was also instrumental in developing ENOC - the European Network of
Ombudspersons for Children, and served a term as its Chair. He was highly respected internationally.
Peter once described his role of Children's Commissioner as being more like a love affair than a carefully planned
voyage. But it is that very love and commitment that has provided the solid foundation for the promotion of
children's rights, not just in Wales, but throughout the UK and into Europe. It is hard to imagine our gatherings of Commissioners, within the UK and Europe, without Peter's presence. He will be very sorely missed.
